Transparency indicates the presence of a legal framework without the actual establishment of the agency itself.

Note that data is incomplete for Georgia, Tajikistan, and Turkmenistan. All three have legal precedents and some sort of current organization, but their histories and relationships to other ministries are less well documented in this chart.
